The Jazzy Heart randomly flashes eight LEDs using just two common CMOS ICs - which represents just one-and-a-quarter components per random flashing LED. These LEDs may be arranged around a red plastic "heart" template (or, for Christmas, a green plastic "Christmas tree" template) to pulse eight water-clear LEDs around its perimeter. A special feature of the design is that different coloured LEDs (red, green, blue, etc.) may be used in all eight positions provided on the PC board with the use of a single ballast resistor.

In order to make it possible to flash all colour LEDs with a single ballast resistor (thus greatly compressing the circuit), a relatively high supply voltage (12V) is used. The use of the 4051 IC prevents reverse voltages across the LEDs without the use of further diodes. A miniature 12V battery is used (LR23A, Order Code AMY78G, available separately), and a 1N4148 diode is employed for reverse polarity protection. The circuit is switched off simply by removing the battery - or a connector could be inserted in one lead. It should run for about three hours continuous off the specified 12V battery.
